A cheerful and jovial but oftentimes bumbling detective, Toru Adachi often serves as the story's comic relief. He often jokingly refers himself as the 'slave' of senior partner Ryoutaro Doujima, complaining of his taxing workload. Adachi also accidentally blurts out the police investigation results to the Protagonist's Investigation Team in many occasions, much to his own chagrin.
It turns out, Adachi was the true culprit behind the murders of Mayumi Yamano and Saki Konishi. He was also the one who manipulated Taro Namatame to put the other would-be victims in the TV, indirectly convincing the latter that it was the only way to save them. All this time, he has been watching the Protagonist's team in action, with the accidental detail slips actually intentional.
Like the Protagonist, he was given the power to enter the Midnight Channel by Izanami. His cheerful personality was just a mask, he rants and rages how he hates being stuck in the "boonies" that is Inaba, and has a low opinion on women who reject him in general. After the evidence is presented and he is proven guilty, Adachi escapes to the TV World, seeking refuge in the room that manifested after Mayumi Yamano's disappearance.
When asked on why he committed the murders and why he secretly convinced Namatame to toss people into the TV world, he simply says "because it's fun". He reveled in being a "Psycho For Hire". And he would vastly prefer Inaba and the TV world to merge, as he was carrying out Izanami's plan to turn humans into Shadows, if humans desired it enough.
An entrance to a new labyrinth appears in the room after the revelations, which is an eerie, desolate network of roads littered with traffic signs and police lines. Known as "Magatsu Inaba" it was created by Adachi's utter contempt of the town, and serves as his sanctuary while preparing for day when the two worlds merge. Though it is mentioned that the fog will envelop Yasoinaba at the end of the year, the actual deadline is on December 24th.

- In the Magatsu Inaba dungeon, a few road signs have Shadows marked on them instead of a typical warning.
- In the same dungeon, in Sub-Level 3, Adachi says you can't encounter shadows there. His words are true. If you fight a shadow you get sent back to the entrance.
