Quoted from the in game dialogue from Lady in Black:
"When the Conception took place, Tokyo was purged of humans. It was a necessary step toward the rebirth of the world... But, even after they died, the human souls lingered. And likewise... their emotions. Weak emotions dissipated instantly, but strong ones remained.... Those emotions sought receptacles, and found refuge in the substance closest to life: earth. They merged with the earth and took shape one after another. For some, they became what they longed to be... For others, a side of them that they abhorred surfaced. Human emotions became manikins and inhabited the Vortex World. Creation is forbidden to them, and their existence will be denied once the new world has been born, but... Some Manikins have possessed exceptional strength".
Manikins with said strength include Futomimi, Sakahagi and a nameless manikin who serves Gozu-Tennoh as a priestess (or shaman)
Other noteable manikins include the Collector Manikin, who adores items made by humans, the Junk Shop Manikin, who has taken a shine to Hito-Shura and is proud of his "alternative lifestyle", and the Puzzle Boy Manikin, who has mastered a restored arcade puzzle game and challenges you to replicate his feat, offering a Magatama as a reward.

Manikins were first used as slaves by the demons of the Mantra in Ikebukuro. Some of them could no longer tolerate the constant maltreatment and hid out in sanctuary, creating makeshift settlements around the maze-like corridors of the Great Underpass Of Ginza. Following the fall of the Mantra, all of them were captured and detained in Kabukicho Prison where they were constantly drained of Magatsushi by the Mizuchi jailer and the Naga guards.
Hito-Shura rescued Futomimi, who led the Manikins on an exodus to Asakusa. They consider it to be their ancestral domain (the mud that was used to create their bodies was sourced there), and rebuilt it from the ground up to serve as their new village. Sadly, they would soon be overcome by the Yosuga demons led by Chiaki, and find themselves without a leader upon Futomimi's demise.
Manikins are encountered at random in Ikebukuro, but they cannot be recruited.
